Yes. AFAIK, currently the issues can be assigned by PMC, Committers & Administrators. Praneesha is not in any of the groups.
We need to allow Reporters to assign issues to themselves. We also need to check how it works in other Apache projects. I don't have much time to look into this now. We can have a look and resolve later. Praneesha, send us the JIRA link and we can assign it for you now.
