That's not really the case Lahiru. However, we have implemented the host aggregate validation in https://github.com/apache/stratos/blob/master/components/org.apache.stratos.cloud.controller/src/main/java/org/apache/stratos/cloud/controller/iaases/OpenstackNovaIaas.java#L495 @Parvez, can you trying adding another validation level to https://github.com/apache/stratos/blob/master/components/org.apache.stratos.cloud.controller/src/main/java/org/apache/stratos/cloud/controller/validate/OpenstackNovaPartitionValidator.java ?
