This JIRA is filed to request a feature that would allow cartridge activation
expiry time to be configurable per subscription.
Currently in Apache Stratos, Cartridges that are launched must activate it's
cartridge agent before the an elapsed time otherwise it will
be terminated and restarted.
The expiry time can be globally configured in:
repository/conf/autoscaler.xml file as below

ms<-->
<expiryTimeout>900000</expiryTimeout>
