Hi, I'm afraid manual scaling is not yet supported in Stratos. Instances count is increased by Auto Scaler in case of scaling up. It is done automatically according to requests in flight count of LB, instance memory consumption and CPU load of instances. Please refer to [1] for a blog post about scaling in Stratos.
