AFAIU dynamic properties are also key value pairs and these values picked
from the  meta data service.Static properties are pre-defined properties to
the instance and those values are picked from the group definition.So we
don't need to published static properties to the meta data service. We only
need to published the dynamic properties to the meta data service. Is n't?
