We wait for a count as Manula mentioned and that value is in the drools
file, which can be changes similar to a config.

Autoscaling policy holds the threshold values for memory consumption, load
average, and requests in flight in 4.1.0. Details about 4.0.0 are explained
in the blog posts i've mentioned early.

Deployment policy has a huge role in upcoming version(4.1.0). Lakmal's blog
on that would help you.

You can configure the period which Stratos run the cluster monitor in
autoscaler.xml. That is the period which it runs the Autoscaling rules.

                    <initialDelay>30</initialDelay>

                    <period>15</period>

                </schedule>

            </rulesEvaluator>
