There are several improvements / commits which were made in a private 4.0 based
branch which be ported to the 4.1 release branch.
+ (cartridge agent health statistics notifier log fix)
+ multiple IP serialisation bug fix
+ scale down capacity normalisation
+ cartridge agent fix
+ jcloud fixes
+ vloud fixes
Will be adding patches based on 4.1 master to the JIRA for review
