Stratos "list-autoscaling-policies" CLI always returns no records.

With the current tip of tree master (from a few hours ago) the Stratos 
"list-autoscaling-policies" CLI always returns no records:

stratos> list-autoscaling-policies
Error in listing autoscaling policies
No autoscaling policies found
