Currently Stratos doesn't persists in memory tenant model in the registry.
Therefore Stratos triggers TenantMgtUtil.triggerAddTenant() method when
restarting existing tenants in the carbon.
This call triggers AddTenant listeners for already existing tenants in the
carbon registry.
