This is a duplicate of https://wso2.org/jira/browse/PAAS-151 which was
initially created for PPaaS 4.0.0
Now in Stratos 4.1.x, we do not have the concept of multi-tenant services, but
we have MT applications. But these MT applications can be undeployed and
deleted, regardless of whether there are active signups or not.
There can be multiple ways to handle this
- Make this option configurable
- Restrict Super tenant from undeploying an application if there are signups
- Allow undeploying the app, but provide a warning that all the subscriptions
might get removed.
