Migration tool should read subscriptions in a Stratos 4.0.0 deployment via
Stratos API and replicate those subscriptions in a Stratos 4.1.x deployment.
Applications, cartridges and policies should be created manually since there
are major design changes from 4.0.0 to 4.1.0.
