Adding dashboard related variables to application object and UI change for
integrating DAS monitoring dashboard.
This p/r includes following changes:
1. Checking dasStatsPublisherEnabled at webapp startup and set
dasStatsPublisherEnabled, metering and monitoring url to application object
2. UI changes in stratos to integrate DAS monitoring dashboard
