Fix For: 4.1.5
Currently Stratos components' thread pool sizes are hard-coded. It should be
configurable via a configuration file with recommended default values.
Following configuration files can be used for below components listed
AS - autoscaler.xml,
SM - stratos-manager.xml
CC - cloud-controller.xml
