The resetGroupManagement agent method was added to support Stratos because in a Stratos environment, clusters themselves are dynamic. So, when cartridge instances are started on behalf of a tenant, a cluster would be created, and then when the tenant is no longer active, these clusters may be shutdown. We will add this functionality into the Apache Axis2 trunk.
