The most time consuming task is getting the LICENSE and NOTICE files (for both source and binaries) correct. The instructions here greatly help - http://www.apache.org/dev/licensing-howto.html And as Chip said, mentors are your best resources, they either might have gone through this pain recently or have helped others go through.
