According to a team discussion we had it seems like we need to support both
private and public IP addresses. The reason being that if the load balancer is
placed outside the network of an IaaS the load balancer might need to use the
public IP addresses of the members to delegate the requests.
At the moment cloud controller is only sending private/public IP address for a
given member. We might need to extend this to send both private and public IP
addresses.
The idea is to have a configuration in the load balancer to specify whether to
use private or public IP addresses of the members.
