HI Lahiru,
Yes, this is for deployment synchronization.
Actually, it will allow any number of nodes to do the commits, only if the flag
is set to true. Flag needs to be set per node.
Otherwise, if a node is not supposed to do any commits, the commit cycle of the
deployment synchronizer is executed unnecessarily.
