hmm.., now you are mixing Stratos and Load Balancer. :( Stratos obviously has auto-scaling capability via Auto-scaler but Load Balancer does not. Our Load balancer cannot scale itself without Auto-scaler.
Hence, you can call LB as ELB, only if we put LB + Auto-scaler together, IMO.
