Summary: Service Instance Displays Active Before LB Instance is
Activated

Environment: When using the CLI to check the status of a subscription,
even before the LB instance is activated, the service instance will display the
status as activated. However since the LB is not yet activated, accessing
through the LB will fail. Should wait till LB instance is activated to display
the service instance status as ACTIVE.
