In this case, i believe that we can only use the flat deployment policy as to 
spin one instance which won't scale up. But from stratos PoV, we can provide 
necessary health check, so that whenever the instance got crashed or 
unavailable, we can bring it back.  Please correct me, if I'm wrong.
