Fixed in commit 7b3a26d5a46ec0809c2854ac35b220e1747dda35.
Earlier in StratosManagerTopologyReceiver subscriptions were checked before
adding a cluster to the cluster map. Therefore for MT cartridges, when clusters
are created information will not being added to map because there is no
subscriptions happening for MT service deployments.
In this fix, subscription checks are removed, so that information is available
when MT cartridge services are deployed.
