For Eg:
Since the instance floating ip allocation is a asynchronous process, if that
failed after the instance gets started, CC should introduce an error state to
Topology and the corresponding instance needs to be terminated by autoscaler.
Also, Manager should aware of the error state and propagate the message to user.
