Hi Manas, When I tested Stratos on vCloud, I didn't encounter similar issues.
We added all steps for creating cartridge on vCloud in our wiki [1]. Did you notice anything different in your vCloud environment. We tested from a StratoGen account. As Sajith mentioned, could you please send logs. Thanks!
