:-1: If I understand this, correctly, this automatically adds headers to
the files in the repository. I am all for having rat check the files, for
headers, but committers need to make sure any new files that go in are
explicitly licensed, rather than a tool run against them. It is entirely
possible to have compatible source from a different license included in the
codebase.
Also, it would be good to have the missing licenses pushed in per-module
rather than all at once.
