This is a significant increase in platform capability / responsibility, and the
PR will be commensurately large.
I expect that applying this pattern fully and deprecating newly-unnecessary
classes will take a while - as part of this story I will a) add the capability
b) test the capability c) assess state of all modules d) fully convert a few
modules, test them e) add Deprecation annotations and code comments where
appropriate to signify additional work recommended to get un-desirable code out
of remaining modules.
