I'll leave this open to see if anyone else wants to weigh in, since I'm not the 
emperor of Struts.  But I do 
think it's accurate to say that Struts was never designed for this, and this is 
probably not the only place 
where you'd find Struts designed assuming behavior encapsulated within one web 
application.

Changing this to "enhancement", since I do think this falls outside of the realm of 
common usage, and I 
think a solution would require something more than just swallowing the exceptions.
