Struts 1.2.2 release distributions

I've fixed the symbolic links for the 1.2.2 release files so that they use 
the standard 'current' naming in the top level directory, and created 
symbolic links for the library distribution as well. So, other than the 
'jakarta-' in the name, which I believe we're just going to leave this 
time around, I think the distributions are all set.

James, next time you're over there, could you please chmod the files in 
the binaries, library and source dirs so that they have group write? You 
probably want to set your umask so that this is automatic in the future. 
(Don't feel bad about this - I think every one of us who has touched files 
up there has done the very same thing at some point in time! ;)

Next, I'll see if I can sort out the mirroring config...
