Yes. If a developer wants the whole enchilada, they can start the checkout at the root of the repository. (Just like now.) Or, as Don mentioned, you can also just checkout (or update) the trunk of whatever subproject is of interest. Or, for that matter, any subfolder anywhere in the repository.
