The messages for javascript are generated in the Struts JavascriptValidatorTag - also Its probably not just a javascript issue, but server side as well. Although Commons Validator has a resource attribute in its dtd, Struts is currently ignoring it. I just posted something on Bug 32131 about resolving that bug, with one option to add a boolean resource attribute to ActionMessages. Although the javascript messages don't need this to fix this issue, I believe the server side validation would.
