When I think of forms I think of <html:form></html:form>.  When I
display the form, I do so from some action.  When I submit it, I do so
to some action.  These may or may not be the same action.  I am fairly
sure this describes what others do.  What "encourages us to use one
mapping to display a form and another to submit a form"?  I am equally
sure you have something to tell me here, but I am not getting it.

Maybe we are looking at things a bit differently?

?Action.java --> display --> A.jsp --> submit --> AAction.java: -->
display --> B.jsp

You see the mappings related to A.jsp and its form(s), which makes two
mappings for the dispaly and submission of the form: the mapping for
?Action.java and AAction.java.  I see a single mapping related to
AAction.java which handles both display (of B.jsp) and submission (of
A.jsp).  You think of display --> submit.  I think of submit -->
display.  So, you think of 1.x as encouraging two mappings; I think of
1.x somewhat necessitating one mapping.

This make sense to you?
