Last time this came up, several committers expressed a preference for using free software (Bugzilla), understanding that JIRA provides free licenses to Open Source projects.

I think JIRA is great, but I also think recent improvements to the Apache Bugzilla installation have made me much happier with it than I was last time this came up.
