I actually added the setting for the 'maven.changelog.factory' property to the changelog plugin's plugin.properties file. This fixed the problem. The error message you suggested sounds good.

Since CVS is the default scm, it gives that error message when you use svn. You need to add the following to your project.properties:
maven.changelog.factory = org.apache.maven.svnlib.SvnChangeLogFactory
See the changelog plugin for more details.
