The "start" attribute is fine as a default but it would be nice to use an outcome such as dialog:foo:step3 to jump right to apply the step3 transition. This is useful if you have a series of dialogs with several steps (say 10 steps) and later on you want to edit only a portion of that information. If you had this ability you could have a link or button that would launch the dialog directly into the step that you wanted.
