You have a project that uses struts? Simply add struts jars (you downloaded from release) to the project: project, right click -> properties |java build path|libraries. Now if you have the jars in the project itself (same root directory, for example myproject/lib) click "add jars" (you may need to refresh the project if you just copied them) and select struts.jar.
