This was fixed in r293253 but won't be visible until the new site is
published.
The nightly builds are now in a single file, which you can find here:
http://cvs.apache.org/builds/struts/nightly/struts-shale/
Since several people have reported the broken links to the Shale downloads,
I went ahead and fixed it. The original html page is there in
struts.apache.org/shale as index-orig.html if anything goes wrong.
