Probably Shale. Although, I have not had very much time to figure shale out yet. I can see the benefits, but I just haven't had a great deal of time to actually put it into practice. So I'm trying to do that on a side project right now. If the side project doesn't pan out I will likely explore vanilla-JSF.
My priority list would go something like this: Shale -> JSF -> Struts-Classic with Chain. By that I mean I would start with Shale. If I can't get anywhere with that I'd try plain old JSF. If I still can't get work done I'd resort to something I know very well: Struts Classic with Chain.
(2) Hypothetically, if you were starting a new webapp project, and for some reason could not use a Struts framework (Classic, Shale, OverDrive, Ti), what other framework would you want to use?
