Humm, maybe a proxy caching issue? I'm seeing:
http://struts.apache.org/dtds/
shale-clay-config_1_0.dtd 02-Nov-2005 19:38 13K
shale-dialog-config_1_0.dtd 20-Sep-2005 23:45 8.1K
struts-config_1_0.dtd 12-Dec-2004 12:21 18K
struts-config_1_1.dtd 12-Dec-2004 12:21 35K
struts-config_1_2.dtd 12-Dec-2004 12:21 34K
...
...
But, I'm pretty sure I'm crazy.

Gary,
Maybe I am going crazy but when I point my browser to
http://struts.apache.org/dtds/shale-clay-config_1_0.dtd I still see the old
dtd with a date of 2005-09-30.
