I put that jar in the internal repository[0] and would like to switch
the Struts 1.3.0-dev build to it rather than the older snapshot we're
currently using. Any objections? (To either part, I'm not entirely
sure what the rules are for that repository...)

Seems to make more sense for a 1.3.0 release to include a release
version of validator (even if it's a candidate release) rather than a
SNAPSHOT build.
