Is that fair? I think so. Maybe a README in the directory with the Tiles snapshots would be useful. I know that if a Maven build breaks, I browse the repository to see what jars are available. And we do have the sandbox/tiles-core website available, which could be used to list the available snapshot versions with a suitable warning.
