No.  Removing that file now will break the Shale build, and it's
probably too late to change the build files and instructions for
1.0.0.

If Shale switches to a dependency on a timestamped Tiles snapshot,
then at some point we can remove that old 'unversioned' snapshot.

I think so.  Maybe a README in the directory with the Tiles snapshots
would be useful.  I know that if a Maven build breaks, I browse the
repository to see what jars are available.  And we do have the
sandbox/tiles-core website available, which could be used to list the
available snapshot versions with a suitable warning.
