Well, nothing is ever simple :)

There are some LGPL dependencies in WebWork 2.2 that will need to be
resolved. And, I believe there is some backward-compatability cruft
that Patrick and Jason would like to remove now, so that we don't have
to carry it forward. There also some recent Struts features we might
like to add to the codebase, like WildCard mappings.

There is a streamlined IP Clearance tract in the incubator now.

If you follow the link to the "template", you'll find at the bottom a
checklist with seven action items. As soon as we can check these items
as done, we can move the codebase from the incubator to the Struts
repository, which could be the same day. We have to vote to accept it,
but the Incubator PMC is not directly involved.

My suggestion would be to

* Ship WebWork 2.2 final
* Clear the incubator issues in the Open Symphony CVS
* Pass WebWork "2.3-Dev" through the incubator and into the Struts repository
* Make the final preparations to release the new codebase as Action 2.0.0.

The alternative would be to bring WW 2.2 into the incubator, and bang
on it there for a while until we can complete the checklist. While
working in the incubator is not difficult, it might be simpler to do
the work first, and then pass the codebase through non-stop.
