Thanks for the feedback - I've added a "proposal" section regarding the
Shale wiki pages that already exist:

http://wiki.apache.org/struts/Shale/WikiGuidelines#proposal

Feedback welcome, either in this thread or by adding comments on that wiki
page - I'll go ahead with what I've proposed (probably later this week) on
the lazy consensus basis if no-one raises objections.

I've also updated the "guidelines" on the organization - using "Clay" as an
example :-)
