I have a path which I think will work out; it involves using a commons chain to string together configuration steps, more or less one for each "init" method in ActionServlet. At the end, it would set something into application scope so that ActionServlet could be changed to look for that and skip configuration when it was present. It will be a fair bit of work to finish all of this, so I'd kind of like to get a bit of feedback before I slog through it all (including whether anyone besides Niall thinks its worthwhile!). Since these are mostly new files, I'll attach a tarball of what I have so far -- note that this is very much draft code.
