Problem in URL

Hi All,
   
  I have one module that downloads ms-excel file by one simple Action.
   
  To download the file i would use the url like 
../actionName.do?param1=value1&param2=value2.   bcz i want to access it without 
credentials.
   
  if i place this url in <a href="url" /> tag it is successfully downloading 
the file.
   
  but when i place this url in Address bar of IE it is not downloading and it 
is giving
   
  "file not found error". 
   
  Application is very simple. it just prints "Hello" in on cell and all 
ContentType and Headers are correct.
   
  please give me the solution for this.
