For 1.x, we copy the dtds into http://struts.apache.org/1.x/dtds/
during the site build, so you can link to those for now. (No idea on
1.2.x, I haven't looked at that build in a long time.)
The DTDDoc plugin is about to be released. There is an example of its
output on the Tiles 2 site:
http://struts.apache.org/struts-sandbox/tiles/ -> DTD Doc
(Note that this is *without* reformatting the DTD comments, so
everything shows up under the first attribute. The DTDs will need a
little work to conform to a Javadoc-like format for this to work
right.)
The docs you see under http://struts.apache.org/dtds are done with
LiveDTD and have to be done outside of the Maven build because there
isn't a plugin for it.
As soon as DTDDoc is available, we can delete the subdirectories
containing the LiveDTD docs, and link from each project site to the
DTDDoc plugin output.
