Could this *possibly* be the "Maven will not retrieve a new snapshot
if one already exists in your local repository" problem?
Neither Struts 2 nor XWork is publishing timestamped snapshots, so the
only way to get an updated one is to delete it from your local repo,
or build it yourself.
