If we need Apache's Maven 1 snapshot repo at all, it's http://people.apache.org/repo/m1-snapshot-repository . But I think it was only there for the Tiles 2 snapshot and is no longer needed.

apache.snapshots should be http://people.apache.org/repo/m2-snapshot-repository (And tiles-core-0.2-SNAPSHOT.jar is present.)
Now, I can admit I am doing something wrong, but can you tell me what I should do differently?
The only thing you could be doing is defining these repositories in ~/.m2/settings.xml .
