Subject: [VOTE] Promote Struts 1.3.5 to General Availability

Now that Struts 1.3.5 has been available as a Beta release [1] for
almost a month, I think it's time to consider promoting it to GA
quality.

As I mentioned in a status report [2], we've seen reports of apps
being upgraded to 1.3.5 with no problems, some questions on the user
list, and some updates to the 1.2 -> 1.3 upgrade wiki page.  The
issues that have been reported so far seem to be minor.

More information on this release, including a link to all issues filed
against it, can be found on the release plan wiki page:

Please respond with a vote on GA quality for Struts 1.3.5
