This has never worked for me. Sorry for introducing confusion by using the word "new."
I have entered this issue into Jira as id SB-47: Output Defined Within
Tile is Rendered Outside Tile.
I have attached a small bzip2 compressed file containing the complete
source and config files obtained directly from the exploded war file
that demonstrate this issue and I have listed the libs and versions
that I am using to generate it. I will leave the demo of the issue at
http://www.lansdaletutoring.com/tilesbug
until it is resolved in some way, so that the dev group has it as a live
reference.
