[tiles2] Ampersand problem in FAQ

Hello!
It seems that the FAQ have a problem with ampersand entity (&):
http://struts.apache.org/struts-sandbox/tiles/faq.html
running "mvn site" on my pc, the ampersand is rendered correctly, while 
on the site it is not there.
Do you know what's the problem?
