My first preference would be to enumerate all the settings in StrutsConstants, where we can use JavaDocs and snippets, so that there is one, complete, coherent, fully documented list of settings. I also wonder if we want to spit out the full documentation as part of precise error reporting, or whether we are really just looking for a helpful hint. My suggestion would be to put the detailed documentation in JavaDocs at StrutsConstants, where can also apply snippets, and then include a remark attribute in the constants element, that we can tailor for error reporting. (Or just an XML comment, if that's easier for some reason.) I don't know if this would be the best time to get into namespaces.
